US money transmitter licences are issued state by state and managed through the Nationwide Multistate Licensing System (NMLS). Each year every licence must be renewed in NMLS between 1 November and 31 December. A firm licensed in 20 states renews 20 licences, and each regulator applies its own checklist. The 2024 NMLS Money Services Businesses Report counted 599 licensed money transmitter companies holding 8,858 licences, an average of about 15 states each.
| Date | What happens |
|---|---|
| 1 November 2026 | Renewal period opens in NMLS |
| 14 November 2026 | Third quarter MSB Call Report due |
| Early to mid December | Recommended submission dates set by many states |
| 31 December 2026 | Renewal deadline; FinCEN registration renewals due for firms in that cycle |
| 1 January to end of February 2027 | Reinstatement period, only in states that allow it |
| 14 February 2027 | Fourth quarter and annual MSB Call Report due |
Firms entering the US market should read our guide to the US money transmitter licence first; this article is for licensees renewing.
Renewal is an attestation rather than a new application. In NMLS the company confirms that its company record is current, attests to the accuracy of its filings, and submits a renewal request with fees for each licence. The state regulator then reviews the request and approves it, asks for more information, or refuses it.
Where a state has adopted the Money Transmission Modernization Act (MTMA), the model law written by state regulators through the Conference of State Bank Supervisors (CSBS), the licence year runs from 1 January to 31 December and the licensee files a renewal report describing any material change not already reported. The CSBS reports that 31 states have enacted the MTMA in full or in part.
The practical point is that the regulator has the full NMLS history in front of it. Anything reported late or inconsistently during the year will surface at renewal.
NMLS lists the items that make a licence ineligible for renewal. Each should be cleared before the request is filed.
| Item | How to clear it |
|---|---|
| Open licence items | Respond in NMLS and confirm the regulator has removed the item, not just received the answer |
| Unpaid fees or invoices | Pay through NMLS and keep the receipt |
| Unfiled record changes | File amendments for new addresses, officers or control persons and chase approval |
| Surety bond gaps | Ask the surety to resize or reissue the bond so it matches current volume and shows as active |
| Late or deficient reports | File or correct the MSB Call Report or agent reports |
| Regulatory holds | Contact the state agency directly |
Two further checks apply in many states. Net worth must meet the state minimum when the regulator reviews the renewal; Nevada, for example, states that a licence will not be renewed if adequate tangible net worth cannot be confirmed. And each state publishes its own renewal requirements, which NMLS collects in its renewal checklists and its chart of deadlines, requirements and fees.
NMLS charges a processing fee of US$120 for each company licence renewal, collected with the state's own renewal fee. State fees vary widely, and some states charge assessments based on volume or collect extra fees outside NMLS.
| Payment method | NMLS service fee |
|---|---|
| ACH from a US bank account | None |
| Visa or Mastercard | 2.5% |
Firms renewing in many states should budget for the total in advance and pay by ACH where they can. A declined or reversed payment leaves the request incomplete.
Some states also collect an annual assessment based on transmission volume or outstanding payment instruments, invoiced separately from the renewal fee, and some require a renewal report or audited financial statements on their own timetable early in the new year. Build those dates into the same calendar, because an unpaid assessment or late statement can become an open licence item that blocks the following year's renewal.
The deadline is 31 December, but regulators need time to review, and several states only protect requests filed by an earlier date. In the last renewal cycle Maryland recommended submission by 17 December. Requests filed by that date benefited from a statutory safe harbour that let the licensee keep operating after 31 December while the renewal was pending. Requests filed later had no such protection and had to stop business in Maryland if not approved by 31 December.
The safe approach is to submit every renewal by 1 December, which leaves time to answer questions and correct deficiencies, and to check each state's recommended date in the NMLS renewal checklist. Holiday closures in late December shorten the time regulators have.
Firms that hold a licence in a state but no longer operate there should decide before filing whether to renew or surrender it, because surrender also takes time to process.
A licence that has not been renewed does not continue. What happens next depends on the state and the licence type.
Transmitting money in a state without a current licence is unlicensed money transmission, which can lead to state enforcement, questions from bank partners and questions in every other state's next examination. A new application takes months, so a missed renewal is far costlier than the time it takes to file early.
The MSB Call Report is the quarterly and annual report most states require through NMLS. Quarterly sections are due 45 days after each quarter end, and the annual sections 45 days after the fourth quarter.
| Period | Due date |
|---|---|
| Q3 2026 (July to September) | 14 November 2026 |
| Q4 2026 and annual sections | 14 February 2027 |
| Q1 2027 | 15 May 2027 |
| Q2 2027 | 14 August 2027 |
Separately, every money services business registers with FinCEN on Form 107 and renews the registration every two years. Registration and renewal are free, and the renewal is due by the end of the calendar year before the registration's second anniversary. Our FinCEN MSB registration guide covers the federal side.
Most money transmitters hold licences in many states, often alongside licences in other categories for related businesses. Renewing 15 or 30 licences at once is a project, and the firms that finish early run it the same way each year.
Start with a single tracker listing every licence, its NMLS status, the state's recommended filing date, the renewal fee, any state-specific document and the owner responsible. Order the work by recommended date rather than alphabetically, so the states with the earliest dates and the strictest safe harbour rules are filed first.
Use the NMLS renewal reports to see which licences are eligible, which have attestations outstanding and which carry potential deficiencies. A licence with an open item cannot be renewed until the item is cleared, so those licences come first in October and early November. Where a state asks for documents outside NMLS, such as audited financial statements, a compliance certificate or a bond rider, request them from the auditor, the surety or the board in good time, because those parties also have year-end pressures.
Finally, keep a record of every submission date, confirmation and regulator question. Examiners ask for it, and it is the evidence that the firm acted in time if a state's approval arrives after 31 December. Our regulatory compliance team runs this tracker for multi-state licensees.
Renewal is the one point each year when every regulator looks at the whole licence at once. Firms that treat it as a compliance review rather than an administrative task use it to check that agent lists, complaint logs, anti-money laundering independent reviews and policies are current, because the next state examination will ask for the same material. For stablecoin and crypto firms, it is also the moment to confirm that state licences cover every product now offered, given the changes the GENIUS Act brings from January 2027; our guide to the money transmitter licence for stablecoin companies covers that overlap, and our US compliance officer service runs renewals and reporting for licensees.
31 December 2026. The renewal period opens on 1 November, and many states recommend filing by early or mid December.
The licence is not renewed. Some states allow reinstatement from 1 January to the end of February with extra fees; others do not, and the firm must apply again.
US$120 per company licence renewal, plus each state's renewal fee. Card payments carry a 2.5% service fee; ACH does not.
14 November 2026, 45 days after the end of the third quarter.
No. FinCEN MSB registration is renewed separately on Form 107 every two years, free of charge.
It depends on the state. Some give a safe harbour to requests filed by a recommended date before 31 December; without approval or a safe harbour, business must stop when the licence ends.
