How the index is scored.

6 criteria, scored only from what each provider publishes.

Product coverage

Whether one platform publishes all five parts: company cards, staff expense claims paid back to employees (reimbursements), supplier invoice payments (accounts payable or bill pay), business travel booking, and purchase requests and orders (procurement).

Published pricing

Per-user or monthly plan prices on a pricing page, with what each plan includes. "From", "starting at" and "contact us" prices do not count.

Global reach

The published number of countries where the provider issues cards in local currency or opens local accounts, and the number of countries it serves.

Integration

Published connections to accounting software and larger enterprise resource planning systems (ERP, such as NetSuite or Sage Intacct), and a published API for developers.

Regulatory standing

The named bank or licensed e-money or payment firm that issues the cards, with its regulator and reference number, plus security certifications such as ISO 27001 or SOC 2 Type II (an independent audit of security controls).

Spend controls

Per-card or per-user limits, merchant or category blocks, approval workflows, and automatic receipt capture or chasing.

Score out of 100 is the sum of each criterion score divided by five and multiplied by its weight. The overall ranking is the mean of the segment scores. Ties are broken by product coverage, then regulatory standing. A provider that does not publish a price is scored as though the price were high, because a business cannot plan on an unpublished price. Prices are scored on the standard published rate, never an introductory, promotional or "from" rate, and a figure counts only when it appears on a pricing, fee or terms page rather than in a marketing line. A provider that serves one country only is scored on access for that country, and the limitation is printed in its profile.

Questions.

Who pays for the Buckingham Capital Consulting Expense Cards and Spend Management Index?

Nobody. No provider pays to be assessed, listed or ranked.

Why does regulatory standing matter for company cards?

The money on a company card is held by the firm that issues it. A named issuer with a licence and reference number tells a business who holds its funds and which regulator supervises them.

What is the difference between a prepaid card and a charge card?

A prepaid card spends money the business has already loaded. A charge card spends on credit that must be paid back in full each month. The index scores both on the same criteria.

Why do "starting at" prices not count?

A "starting at" price is the lowest possible price and does not tell a business what it will pay. Only a published per-user or monthly price with its inclusions counts.

How often is the index updated?

Every provider is re-read monthly and a new edition is published every October.

Is this advice?

No. The index compares published facts and is not a recommendation to use a particular provider.
