6 criteria, scored only from what each provider publishes.
Which families of regulatory reports the software produces: prudential and statistical returns (capital, liquidity and balance sheet reports sent to a supervisor or central bank), transaction and trade reports (a record of each trade sent to a regulator or trade repository), tax information reports such as CRS and CARF (reports on customers' accounts and crypto holdings sent to tax authorities), and payment and card scheme reports.
Monthly, per-entity or per-message prices on a pricing page. "From", "starting at" and promotional prices do not count.
The published number of regulators or jurisdictions the software reports to, or a named list of regulators across continents.
Whether the software is delivered as a service (SaaS: hosted and updated by the provider, with no upgrade projects), whether rule changes are included, whether the provider will submit reports on the firm's behalf (delegated or managed reporting), and whether an onboarding process is published.
Security certifications such as ISO 27001 and SOC 2 Type II, and regulated banks, payment, investment or crypto firms named as clients.
Checks that catch errors before a report is sent (validation rules), a trail from each reported figure back to its source data (data lineage and audit trail), and reconciliation of what was reported against the regulator's or repository's own records.
| Criterion | Banks | Payment and e-money firms | Investment and crypto firms |

| Criterion | 5 | 3 | 0 |
|---|---|---|---|
| Report coverage | Three or more report families published | One report family across ten or more regimes | Not published |
| Published pricing | Monthly and per-message or per-entity prices on a pricing page | Some prices published for part of the service | Not published, or "from" prices only |
| Regulator reach | 50 or more jurisdictions, or 100 or more regulators, published | Named regulators across three or more continents | Not published |
| Delivery | SaaS, rule updates included, delegated or managed reporting, and a published onboarding process | Two of the four published | Not published |

Score out of 100 is the sum of each criterion score divided by five and multiplied by its weight. The overall ranking is the mean of the segment scores. Ties are broken by report coverage, then data controls. A provider that does not publish a price is scored as though the price were high, because a business cannot plan on an unpublished price. Prices are scored on the standard published rate, never an introductory, promotional or "from" rate, and a figure counts only when it appears on a pricing, fee or terms page rather than in a marketing line. A provider that serves one country only is scored on access for that country, and the limitation is printed in its profile.
What each provider publishes, criterion by criterion, with the date read and the source.

The index is paid for by nobody.
No provider pays to be assessed, listed or ranked, and there are no sponsored places. Providers do not apply: BCC selects the providers a business is likely to consider and scores them from their own pages. Any provider may ask to be assessed; the request changes nothing about the score.
Every figure is read from the provider's own pricing, product, legal or help page on the date shown. Providers may send corrections to [email protected]; a correction changes the page only where the provider's own page supports it. Every provider is re-read monthly and a new edition is published each October.
Consultancies and firms that only test or check reports made by other systems, such as Kaizen Reporting and Novatus Global, are left out, because they do not produce the returns. Software sold only to regulators for collecting returns, and general accounting and disclosure tools with no regulatory return, are also left out. Wolters Kluwer OneSumX and Moody's regulatory reporting are now part of Regnology and are assessed within Regnology. Arkk Solutions and Vermeg are not assessed in this edition because their regulatory reporting product pages could not be read.
Ranked providers may show the index badge on their own site.
The badge is free. The one condition is that it links to this page, so that a reader can check the score and the method behind it. It is withdrawn if the link is removed or the provider leaves the index.

A regulatory return is a standard report a firm must send to its regulator, central bank, trade repository or tax authority on a fixed timetable, for example a capital and liquidity return from a bank, a record of each trade from an investment firm, or a report on crypto holdings for tax authorities.
Because most regulated firms file more than one kind of return. Each extra system adds a contract, a data feed and a gap between figures that a supervisor or auditor can question.
A "from" or "starting at" price is the cheapest case and does not tell a firm what it will pay. Only a published monthly, per-entity or per-message price counts.
No. The firm stays responsible for the accuracy and timeliness of its returns under its regulator's rules, including where a provider submits them on its behalf.
No. The index compares published facts and is not a recommendation to use a particular provider.
