6 criteria, scored only from what each provider publishes.
The published number of countries and currencies a business can pay recipients in.
Per-payout fees for each method, the currency conversion margin (the mark-up on the exchange rate) and any platform fee, on a pricing or fee page. "From", "starting at" and "up to" prices do not count in full.
Whether the provider publishes three things: a hosted portal or form where recipients add their own details, identity or sanctions checks on recipients, and collection of tax forms such as the US W-9 and W-8 with year-end reporting such as the 1099 or the EU DAC7 seller report.
The ways a recipient can be paid (bank transfer, debit card, wallet, cash) and a stated delivery time.
An API (a direct connection from the client's own software), bulk file upload or a dashboard, accounting or ERP integrations, and self-serve sign-up.
Money transmission, e-money or payment licences published with the regulator and licence number, and security audits such as SOC 2 Type II or ISO 27001.

|---|---|---|---|
| Global reach | 190 or more countries and 100 or more currencies published | One count published, or about 100 to 190 countries | Not published |

Score out of 100 is the sum of each criterion score divided by five and multiplied by its weight. The overall ranking is the mean of the segment scores. Ties are broken by payee onboarding and tax, then regulatory standing. A provider that does not publish a price is scored as though the price were high, because a business cannot plan on an unpublished price. Prices are scored on the standard published rate, never an introductory, promotional or "from" rate, and a figure counts only when it appears on a pricing, fee or terms page rather than in a marketing line. A provider that serves one country only is scored on access for that country, and the limitation is printed in its profile.
What each provider publishes, criterion by criterion, with the date read and the source.

The index is paid for by nobody.
No provider pays to be assessed, listed or ranked, and there are no sponsored places. Providers do not apply: BCC selects the providers a business is likely to consider and scores them from their own pages. Any provider may ask to be assessed; the request changes nothing about the score.
Every figure is read from the provider's own pricing, product, legal or help page on the date shown. Providers may send corrections to [email protected]; a correction changes the page only where the provider's own page supports it. Every provider is re-read monthly and a new edition is published each October.
Payroll and employer-of-record services, consumer money transfer apps, and accounts payable tools that pay only domestic suppliers are left out. Banks that offer bulk payments only inside their own business banking are not assessed in this edition. Thunes, which runs a cross-border payout network, is left out because its own pages could not be read for this edition. Card issuing, cross-border remittance and virtual account providers are ranked in their own indices.
Ranked providers may show the index badge on their own site.
The badge is free. The one condition is that it links to this page, so that a reader can check the score and the method behind it. It is withdrawn if the link is removed or the provider leaves the index.

Nobody. No provider pays to be assessed, listed or ranked.
A single instruction that pays many recipients at once, such as a marketplace paying its sellers each week or a platform paying thousands of creators each month. The provider converts currency where needed and sends each payment on the local banking system or to a card or wallet.
A US firm paying contractors must collect a W-9 or W-8 tax form from each one and file year-end 1099 returns, and an EU marketplace must report seller income under DAC7, the EU rule on platform reporting. A provider that collects these forms and produces the reports removes a large manual task.
A "from" price is the lowest price on offer and an "up to" price is the highest. Neither tells a firm what it will pay on its own payments. Only a stated per-payout fee and conversion margin count in full.
No. The provider holds its own licences for moving money, but a firm that holds customer funds or pays on behalf of others may still need its own licence. The firm also stays responsible for its own tax reporting.
No. The index compares published facts and is not a recommendation to use a particular provider.
