6 criteria, scored only from what each provider publishes.
Exact card rates for domestic and international cards, and other fees such as disputes and currency conversion, on a pricing page. "From", "starting at" and promotional rates do not count.
The published number of payment methods (cards, wallets, bank transfers and local methods such as UPI or iDEAL) and currencies a business can accept.
The published countries where the provider acquires locally (processes card payments through its own licence in that country) or where a business can open an account.
How quickly the money from a sale reaches the business's bank account, and whether the business can choose its payout schedule.
An API (a connection the business's own systems use to take payments) with SDKs (ready-made code for websites and apps), a test environment, no-code tools such as payment links or shop plugins, and self-serve sign-up.
The licences the provider publishes, with the regulator and licence number, and PCI DSS Level 1 (the highest level of the card industry's security standard for firms that handle card data).

Score out of 100 is the sum of each criterion score divided by five and multiplied by its weight. The overall ranking is the mean of the segment scores. Ties are broken by merchant reach, then regulatory standing. A provider that does not publish a price is scored as though the price were high, because a business cannot plan on an unpublished price. Prices are scored on the standard published rate, never an introductory, promotional or "from" rate, and a figure counts only when it appears on a pricing, fee or terms page rather than in a marketing line. A provider that serves one country only is scored on access for that country, and the limitation is printed in its profile.
What each provider publishes, criterion by criterion, with the date read and the source.

The index is paid for by nobody.
No provider pays to be assessed, listed or ranked, and there are no sponsored places. Providers do not apply: BCC selects the providers a business is likely to consider and scores them from their own pages. Any provider may ask to be assessed; the request changes nothing about the score.
Every figure is read from the provider's own pricing, product, legal or help page on the date shown. Providers may send corrections to [email protected]; a correction changes the page only where the provider's own page supports it. Every provider is re-read monthly and a new edition is published each October.
Card schemes, banks that acquire only for their own account holders, resellers and independent sales organisations that do not hold their own licence, and gateways that pass payments to another acquirer without processing them are left out. Square, Dojo, Worldline, 2C2P and Xendit are not assessed in this edition because their pricing or licence pages could not be read in full at the date of reading. Merchant-of-record services, where the provider sells the goods in its own name, are not assessed.
Ranked providers may show the index badge on their own site.
The badge is free. The one condition is that it links to this page, so that a reader can check the score and the method behind it. It is withdrawn if the link is removed or the provider leaves the index.

Nobody. No provider pays to be assessed, listed or ranked.
An acquirer is the licensed firm that receives card payments on a merchant's behalf from the card schemes and pays the money to the merchant. A processor runs the technology that sends the payment through. Many providers in this index do both.
It is a price in three parts: the interchange fee set by the card schemes and paid to the card issuer, the scheme fee paid to Visa or Mastercard, and the provider's own margin. Only the third part is set by the provider, so the index counts it as published pricing when that margin is stated.
A business pays its staff and suppliers from the money it collects. A provider that pays out the next day leaves less cash tied up than one that pays three or more business days later.
PCI DSS is the security standard set by the card industry for any firm that stores, processes or sends card data. Level 1 is the highest level and requires an annual audit by an approved assessor.
No. The index compares published facts and is not a recommendation to use a particular provider.
