Each criterion is scored 0 to 5 against the best published offer in this edition. 0 means not offered or not published.
6 criteria, scored only from what each provider publishes.
The published number of countries and banks the provider connects to. Open banking means a customer lets a regulated provider see their bank account or start a payment from it, through the bank's own secure connection.
Whether one provider publishes all four parts: account data (reading balances and transactions), single bank payments (pay by bank), variable recurring payments (a standing permission for repeat payments of varying amounts, VRP for short), and payouts or refunds back to bank accounts.
Per-payment, per-user or per-call prices on a pricing page. "From", "starting at" and promotional prices do not count.
The provider's own licences to read account data and start payments, with the regulator and licence or register number, ideally in both the UK and the EU.
API documentation, SDKs (ready-made code for apps and websites), a sandbox (a test environment with dummy banks), a hosted bank selection screen and self-serve sign-up.
Published security certifications, chiefly ISO 27001 and SOC 2 Type II (independent audits of how the provider protects data).
| Criterion | Payment and e-money firms | Lenders and fintech apps | Merchants and platforms |
|---|---|---|---|
| Bank coverage | 20 | 25 | 20 |
| Product range | 20 | 15 | 20 |
| Published pricing | 10 | 15 | 25 |
| Regulatory standing | 25 | 15 | 10 |
| Integration | 15 | 15 | 20 |
| Security certifications | 10 | 15 | 5 |
| Criterion | 5 | 3 | 0 |
|---|---|---|---|
| Bank coverage | 15 or more countries and 2,000 or more banks published | One count published, or 100 or more banks in a single market | Not published |
| Product range | Account data, single payments, VRP and payouts or refunds all published | Two of the four published | Not published |
| Published pricing | Per-payment or per-user prices for payments and data on a pricing page | Some prices published for part of the product | Not published, or "from" prices only |
| Regulatory standing | Own licences with numbers from two or more regulators, including the UK and the EU | One licence or accreditation with its number | Not published |
| Integration | API documentation, SDKs, sandbox, hosted bank selection and self-serve sign-up | API with one other option | Not published |
| Security certifications | ISO 27001 and SOC 2 Type II published | One certification published | Not published |
Score out of 100 is the sum of each criterion score divided by five and multiplied by its weight. The overall ranking is the mean of the segment scores. Ties are broken by bank coverage, then regulatory standing. A provider that does not publish a price is scored as though the price were high, because a business cannot plan on an unpublished price. Prices are scored on the standard published rate, never an introductory, promotional or "from" rate, and a figure counts only when it appears on a pricing, fee or terms page rather than in a marketing line. A provider that serves one country only is scored on access for that country, and the limitation is printed in its profile.
What each provider publishes, criterion by criterion, with the date read and the source.

The index is paid for by nobody.
No provider pays to be assessed, listed or ranked, and there are no sponsored places. Providers do not apply: BCC selects the providers a business is likely to consider and scores them from their own pages. Any provider may ask to be assessed; the request changes nothing about the score.
Every figure is read from the provider's own pricing, product, legal or help page on the date shown. Providers may send corrections to [email protected]; a correction changes the page only where the provider's own page supports it. Every provider is re-read monthly and a new edition is published each October.
Banks offering pay by bank only to their own customers, payment gateways that resell another provider's open banking connection without their own licence, consumer budgeting apps and card-based payment providers are left out. Direct debit is assessed only where it sits alongside open banking products. Providers that sell only to banks, such as bank-side compliance platforms, are not ranked on those products.
Ranked providers may show the index badge on their own site.
The badge is free. The one condition is that it links to this page, so that a reader can check the score and the method behind it. It is withdrawn if the link is removed or the provider leaves the index.

Nobody. No provider pays to be assessed, listed or ranked.
It is a payment that moves money directly from the customer's bank account to the business's bank account, without a card. With open banking the customer approves it in their own banking app, and in the UK it usually travels over Faster Payments and arrives in seconds.
It is a standing permission the customer gives once, through their bank, for a business to take repeat payments of varying amounts within agreed limits, for example a monthly bill. It works like a direct debit but runs on instant payment rails.
To read account data or start a payment, a provider must be licensed as an account information or payment initiation service provider. A firm that relies on a provider must be able to show its regulator that licence, so a published licence number for each region counts in full.
Most open banking providers price by volume and use case and ask buyers to contact sales. The index scores published prices only, because a business cannot plan on an unpublished price.
No. The index compares published facts and is not a recommendation to use a particular provider.
