6 criteria, scored only from what each provider publishes.
The financial products a non-financial firm can offer its own customers through the provider: accounts, cards, payments, business finance such as loans or cash advances, and lines of insurance such as travel, device, shipping or motor cover.
Platform fees and usage charges on a pricing page. "From" and "starting at" prices do not count.
Whether the provider holds its own licence (as a bank, e-money or payment firm, insurer or insurance intermediary) and publishes the regulator and licence number, or relies on a partner's licence.
The published number of countries, or US states, where the products can be offered.
A documented API, a sandbox (a test environment with simulated money or policies), a white-label or ready-made customer journey the firm can brand, and a stated time to launch.
SOC 2 Type II (an independent auditor's report on how well security controls worked over a period), ISO 27001 (the international certificate for managing information security) and, for card products, PCI DSS (the card industry's data security standard).

Score out of 100 is the sum of each criterion score divided by five and multiplied by its weight. The overall ranking is the mean of the segment scores. Ties are broken by regulatory standing, then product range. A provider that does not publish a price is scored as though the price were high, because a business cannot plan on an unpublished price. Prices are scored on the standard published rate, never an introductory, promotional or "from" rate, and a figure counts only when it appears on a pricing, fee or terms page rather than in a marketing line. A provider that serves one country only is scored on access for that country, and the limitation is printed in its profile.
What each provider publishes, criterion by criterion, with the date read and the source.

The index is paid for by nobody.
No provider pays to be assessed, listed or ranked, and there are no sponsored places. Providers do not apply: BCC selects the providers a business is likely to consider and scores them from their own pages. Any provider may ask to be assessed; the request changes nothing about the score.
Every figure is read from the provider's own pricing, product, legal or help page on the date shown. Providers may send corrections to [email protected]; a correction changes the page only where the provider's own page supports it. Every provider is re-read monthly and a new edition is published each October.
Insurers and banks that sell only under their own brand, price comparison sites, card processors that only accept payments, and buy now pay later lenders that lend under their own consumer brand are left out. Companjon is not ranked because its own site states it is winding down business activities. Providers whose own pages could not be read on the date shown were not scored.
Ranked providers may show the index badge on their own site.
The badge is free. The one condition is that it links to this page, so that a reader can check the score and the method behind it. It is withdrawn if the link is removed or the provider leaves the index.

Nobody. No provider pays to be assessed, listed or ranked.
Embedded finance is when a company that is not a bank or insurer offers a financial product inside its own service, such as a software firm giving its users business accounts and cards, or an airline selling travel cover at checkout. A licensed provider behind it holds the money or carries the risk.
Usually not to start, if the provider's licence covers the activity and the firm acts as its agent, distributor or appointed representative. The firm still has duties: how it describes the product, how it treats customers, and what the provider's licence allows it to do. Check this with the provider and your regulator before launch.
Because the firm's customers depend on the provider's licence. Where a provider relies on a partner bank or e-money firm, the firm is exposed to that partner's decisions too. A provider that publishes its own licence and number lets the firm check it on the regulator's register.
A "from" price is the lowest price for the smallest plan and does not tell a firm what it will pay. Only a published platform fee for a named plan counts, and full marks need usage fees too.
No. The index compares published facts and is not a recommendation to use a particular provider.
