6 criteria, scored only from what each provider publishes.
The published number of countries a business can pay into and the number of currencies it can send.
The foreign exchange margin (the amount added on top of the market exchange rate) and the fee per payment, on a pricing or fee page. "From", "up to" and introductory rates count for less or not at all.
A published delivery time, ideally the share of payments that arrive within a stated time.
Local account details (a local account number or IBAN in another country) so that overseas customers can pay the business as if it were local, and the number of currencies offered.
An API (a connection that lets the business's own software send payments automatically) with a test environment, batch payments, accounting or ERP connections, and self-serve sign-up.
The licences the provider publishes, with the regulator and the licence or register number for each region.
| Criterion | SMEs and exporters | Payment and e-money firms | Marketplaces and platforms |
|---|---|---|---|
| Payment reach | 15 | 20 | 25 |
| Published pricing | 25 | 10 | 15 |
| Payment speed | 15 | 20 | 15 |

| Regulatory standing | 15 | 20 | 10 |
| Criterion | 5 | 3 | 0 |
|---|---|---|---|
| Payment reach | 190 or more countries and 100 or more currencies published | About 150 countries, or 30 to 99 currencies, published | Not published |
| Published pricing | Exact FX margin and fees for local and Swift payments on a pricing or fee page | Some fees published, or ranges and "up to" figures | Not published, or "from" prices only |
| Payment speed | Published share of payments arriving within a stated time | A stated delivery time for some payments or routes | Not published |
| Collection accounts | Local account details in 20 or more currencies published | Local account details in about 10 currencies, or several named countries | Not published |

| Regulatory standing | Licences in five or more regions published with regulator and licence or register numbers | Licences named in several regions without numbers, or numbers for one or two regions | Not published |
Score out of 100 is the sum of each criterion score divided by five and multiplied by its weight. The overall ranking is the mean of the segment scores. Ties are broken by payment reach, then regulatory standing. A provider that does not publish a price is scored as though the price were high, because a business cannot plan on an unpublished price. Prices are scored on the standard published rate, never an introductory, promotional or "from" rate, and a figure counts only when it appears on a pricing, fee or terms page rather than in a marketing line. A provider that serves one country only is scored on access for that country, and the limitation is printed in its profile.
What each provider publishes, criterion by criterion, with the date read and the source.

The index is paid for by nobody.
No provider pays to be assessed, listed or ranked, and there are no sponsored places. Providers do not apply: BCC selects the providers a business is likely to consider and scores them from their own pages. Any provider may ask to be assessed; the request changes nothing about the score.
Every figure is read from the provider's own pricing, product, legal or help page on the date shown. Providers may send corrections to [email protected]; a correction changes the page only where the provider's own page supports it. Every provider is re-read monthly and a new edition is published each October.
Banks, consumer money transfer apps sold only to individuals, card schemes, and providers that sell only to banks with no business offering are left out. Firms that sell only currency hedging, only payroll or only stablecoin settlement are not assessed here; stablecoin settlement has its own index. Revolut Business and XTransfer are not assessed in this edition because their pages could not be read in full at the date of reading.
Ranked providers may show the index badge on their own site.
The badge is free. The one condition is that it links to this page, so that a reader can check the score and the method behind it. It is withdrawn if the link is removed or the provider leaves the index.

Nobody. No provider pays to be assessed, listed or ranked.
It is the amount a provider adds on top of the market exchange rate when it converts money. A margin of 0.5% on a £10,000 conversion costs £50, on top of any fee per payment. Many providers do not show the margin separately, so it is hard to compare them.
A "from" price is the lowest rate for the cheapest route and an "up to" price is a ceiling. Neither tells a business what a given payment will cost. Only an exact fee or margin on a pricing or fee page scores in full.
They are local account details, such as a UK sort code and account number or a euro IBAN, issued in the business's name. Customers abroad pay them with a domestic transfer, which is usually cheaper and faster than an international wire.
A regulated firm that uses another provider to move its customers' money must show its own regulator that the provider is licensed where it operates. A published licence list with numbers lets the firm check each licence on the regulator's register.
No. The index compares published facts and is not a recommendation to use a particular provider.
