6 criteria, scored only from what each provider publishes.
Whether one product publishes all five parts of a compliance programme: policy management, an obligations register (the list of rules the firm must follow, linked to its business), control testing and monitoring, registers for breaches, complaints, conflicts or gifts, and staff attestations or accountability tools (such as the UK Senior Managers and Certification Regime, SM&CR, which sets out who is responsible for what).
Prices per user, module or plan on a pricing page. "From", "starting at" and promotional prices do not count.
A built-in library of rules or a feed of regulatory changes, with a published count of regulators or jurisdictions covered.
Configuration without code, an API (a way for other systems to connect), a published time to go live, and self-serve sign-up or a trial.
Security certifications such as ISO 27001 and SOC 2 Type II, and regulated financial firms named as clients.
An audit trail of who did what and when, evidence stored against each control, and reports ready for the board, auditors and regulators.

Score out of 100 is the sum of each criterion score divided by five and multiplied by its weight. The overall ranking is the mean of the segment scores. Ties are broken by coverage, then audit evidence. A provider that does not publish a price is scored as though the price were high, because a business cannot plan on an unpublished price. Prices are scored on the standard published rate, never an introductory, promotional or "from" rate, and a figure counts only when it appears on a pricing, fee or terms page rather than in a marketing line. A provider that serves one country only is scored on access for that country, and the limitation is printed in its profile.
What each provider publishes, criterion by criterion, with the date read and the source.

The index is paid for by nobody.
No provider pays to be assessed, listed or ranked, and there are no sponsored places. Providers do not apply: BCC selects the providers a business is likely to consider and scores them from their own pages. Any provider may ask to be assessed; the request changes nothing about the score.
Every figure is read from the provider's own pricing, product, legal or help page on the date shown. Providers may send corrections to [email protected]; a correction changes the page only where the provider's own page supports it. Every provider is re-read monthly and a new edition is published each October.
Consultancies, law firms and providers whose offer mixes software with consulting or outsourced compliance work, such as Comply, are left out. Security-only compliance tools built for certifications such as SOC 2, and regulatory news services with no compliance workflow, are also left out. Large enterprise platforms sold mainly for IT and cyber risk, such as ServiceNow and 6clicks, and the ethics and whistleblowing platform NAVEX, are not assessed in this edition.
Ranked providers may show the index badge on their own site.
The badge is free. The one condition is that it links to this page, so that a reader can check the score and the method behind it. It is withdrawn if the link is removed or the provider leaves the index.

Nobody. No provider pays to be assessed, listed or ranked.
GRC stands for governance, risk and compliance. It is software that holds a firm's policies, the rules it must follow, its controls and its records in one place, so the compliance team can show who is responsible for what and what has been checked.
Because a regulated firm has to manage policies, obligations, controls, registers and staff sign-offs together. Each part kept in a separate spreadsheet or tool is a gap a regulator or auditor will ask about.
A "from" or "starting at" price is the cheapest case and does not tell a firm what it will pay. Only a published price per user, module or plan counts.
No. The firm stays responsible for meeting its regulator's rules. The software records and organises the work; the firm's people, policies and decisions do the compliance.
No. The index compares published facts and is not a recommendation to use a particular provider.
