6 criteria, scored only from what each provider publishes.
Whether one provider publishes a product for each of three jobs: Consumer Duty outcomes monitoring and board reporting (the FCA rule that firms must evidence good outcomes for retail customers and report them to the board), financial promotions review and approval (checking and signing off adverts and other marketing before and after they go live), and horizon scanning (watching regulators for new rules, guidance and enforcement, and alerting the firm).
Prices with the plan, unit and any minimum on the provider's own pages. "From", "starting at" and promotional prices do not count in full.
Whether the provider names the regulators or rulebooks it draws on, publishes how many sources or jurisdictions it covers, and states how quickly a new rule or update reaches the product.
An API (a way for the firm's own systems to connect to the software), named integrations with tools the firm already uses, an approval workflow with an audit trail (a permanent record of who decided what and when), and a stated time to go live.
Security certifications: ISO 27001 (an international standard for managing information security) and SOC 2 Type II (an independent audit of security controls over a period of months).
Regulated banks, payment, lending, investment or insurance firms named as clients, case studies or testimonials, and a published client count.
| Criterion | Payment and e-money firms | Lenders and consumer credit firms | Investment and insurance firms |
|---|---|---|---|
| Coverage of the three jobs | 25 | 30 | 25 |
| Published pricing | 15 | 15 | 10 |
| Regulatory content and update speed | 20 | 15 | 20 |
| Integration and workflow | 15 | 15 | 15 |
| Security standing | 15 | 15 | 15 |
| Evidence of regulated clients | 10 | 10 | 15 |
| Criterion | 5 | 3 | 0 |
|---|---|---|---|
| Coverage of the three jobs | Consumer Duty monitoring with board reporting, promotions review and approval, and horizon scanning all published in full | Two of the three published in full | Not published |
| Published pricing | Prices, units and minimums for every plan on the provider's pages | A price published for at least one plan, others on request | Not published, or "from" prices only |
| Regulatory content and update speed | Named regulators or rulebooks, a published source or jurisdiction count and a stated update time | Two of the three published | Not published |
| Integration and workflow | API, named integrations, approval workflow with audit trail and a stated time to go live | Two of the four published | Not published |

| Evidence of regulated clients | Named regulated clients with case studies or testimonials and a published client count | Named regulated clients shown as names or logos | Not published |
Score out of 100 is the sum of each criterion score divided by five and multiplied by its weight. The overall ranking is the mean of the segment scores. Ties are broken by coverage of the three jobs, then security standing. A provider that does not publish a price is scored as though the price were high, because a business cannot plan on an unpublished price. Prices are scored on the standard published rate, never an introductory, promotional or "from" rate, and a figure counts only when it appears on a pricing, fee or terms page rather than in a marketing line. A provider that serves one country only is scored on access for that country, and the limitation is printed in its profile.
What each provider publishes, criterion by criterion, with the date read and the source.

The index is paid for by nobody.
No provider pays to be assessed, listed or ranked, and there are no sponsored places. Providers do not apply: BCC selects the providers a business is likely to consider and scores them from their own pages. Any provider may ask to be assessed; the request changes nothing about the score.
Every figure is read from the provider's own pricing, product, legal or help page on the date shown. Providers may send corrections to [email protected]; a correction changes the page only where the provider's own page supports it. Every provider is re-read monthly and a new edition is published each October.
Consultancies, law firms and research firms that sell Consumer Duty or promotions work as a service are left out, including CoreData, which is a research consultancy. Regulatory reporting software is left out, including Kaizen and Novatus, whose pages show trade and transaction reporting rather than these three jobs. ComplyAdvantage Mesh and Napier sell AML screening and monitoring and Regnology sells regulatory reporting, so they are ranked in other indices. Waymark, now part of Ascent, is left out because no Waymark product page could be read. Ascent and Red Oak Compliance are not assessed in this edition because their pages could not be read. Finspector is left out because its pages publish too little to score.
Ranked providers may show the index badge on their own site.
The badge is free. The one condition is that it links to this page, so that a reader can check the score and the method behind it. It is withdrawn if the link is removed or the provider leaves the index.
For providers: ask to be assessed or correct a fact

Nobody. No provider pays to be assessed, listed or ranked.
Consumer Duty outcomes monitoring and board reporting, which means measuring whether retail customers get good outcomes and reporting that to the board each year; financial promotions review and approval, which means checking adverts, social posts and web pages against the rules and signing them off; and horizon scanning, which means watching regulators for new rules, consultations and enforcement and alerting the firm.
Because most regulated firms need all three jobs done, and the evidence from each feeds the others. A promotion approval is evidence for the Consumer Duty consumer understanding outcome, and a new rule found by horizon scanning can change both. Each extra provider adds a contract and a gap between records that a regulator or auditor may ask about.
No. The firm and its senior managers stay responsible. Software can gather evidence, flag risks and keep records, but the firm's own people must judge outcomes, approve promotions and sign off the board report.
Because almost none publish a price. Only Bloomberg Regology publishes a per-user price and MorganAsh publishes per-customer rates labelled "starting from". A firm cannot compare cost without a published price, so the method scores an unpublished price as 0.
Every provider is re-read monthly and a new edition is published every October. This index is not advice and is not a recommendation to use a particular provider.
